For example when i open the Hangouts app to send a picture it asks for a permission to access the camera. I can't click on allow. I can only click on deny. To allow the app permission i have to go to settings and do the long procedure. Please help me.

Are you by any chance using the Lux Auto Brightness or a similar app?
If yes you need to pause it when you try to add a permission to an app.
I had the same problem as you and it took me a while to figure out it was caused by Lux.
