Shield TV and Android TV would need separate sections.
Lots of games is locked to Tegra X1 on Shield TV. (Same GPU which is used in Nintendo Switch)
Other Android TV devices uses GPU's like Amlogic and Mediatek which is not intended for gaming.

Android TV category is fine. You can just specify "Shield TV" or something if its locked to hardware.
There is tons of Android TV software/games existing and either not suitable on phones/tablets or don't work on any non Android TV at all.
Android TV market is getting bigger all the time, and upcoming Android will also get TV version as usual.

Just a generally question: Games that are available for Android/Shield TV and phone Android are also the same APK? Or different?
Or to rephrase my question: Is Android/Shield TV compatibility added to existing Android games or are they special developed APKs, so seperated instead of integrated/added?

Most android games can be sideloaded and will run on the shield, if they have tegra compatibility, but won't show up in the leanback launcher and need a sideload launcher to see and launch. But, You can use the APP CLONER app to have the games show in the leanback launcher UI.
However, even if the game runs, they do not all have controller support. Those that do will work as well as a native shield game but may not have optimized graphics.
Ex: Lego Marvel will install and run, but the controller does not work in the UI or game.
