offline data didn't work ... it still needs 100mb of data to be downloaded ... I pasted extracted folder to Ext. SD Card\Android\data

It works (for me). Don't put the offline data folder to the external sd card. Put it to the ("internal") sd card instead. As described by Balatan: SDCard\Android\data\com.mobisystems.msdict.embedded.wireless.oxford.dictionaryofenglish.
But it works also just by downloading the offline data.

Yaahh ... even if you pasted it inside internal\Android\data .... it doesn't work because the app is 2-in-1 with Thesaurus and data folder is for the version that is only dictionary .... and ya gotcha! thats why you need to download a different data package ... which is a headache ... that means, there's no point of hosting wrong data folder ....
