install apk,extract folder com.ea.game.simcitymobile_row in to Android/data,second folder com.ea.game.simcitymobile_row Android/obb

It's working but how do I reset the game? I have some roads and can't start from scratch.

Go Android/data,rename folder com.ea.game.simcitymobile_row,remove old version,install new version,rename back folder com.ea.game.simcitymobile_row

In your situation the data folder, no need to change,leave the old one.
