how to use it?

In Germany cellphone-numbers start with a 4-digit prefix (from 0150 to 0179). You can determine the provider (eg T-Mobile, Vodafone, o2) by checking that prefix. Knowing the provider might be important if you don't have a flat rate that covers calls to all german providers. Sometimes calls from one network to another are really expensive...
To make things even more complicated, you can switch to another network after you contract runs out and keep your old phone number. So you might be on o2 with a T-Mobile number.

This app somehow shows the network, a given number is attached to.
