There has been a lot of confusion lately about the difference between new version releases and new build releases. So lets clear this up. Lets say we have the application WebIS Pocket Informant v9.11.2417. The version is 9.11, the build is 2417. New builds usually have only minor changes, such as spelling corrections or small bugs, but no new features.
So heres the deal with releases; there can only be one release for every version of an application. Build updates are usually minor updates, and should be added to the existing release of the main version of the build. Occasionally applications appear that introduce major changes in builds, such as in the case of Opera. For these build updates you can create new topics, but only if you can find and post the changelog with significant changes.
