I do and I don't... if it's a cookbook, I totally do. If it doesn't look professional, I'm generally not that interested.
All other books, otoh, while an interesting cover will draw me (and certain types of covers will repel me--but then those are genres I don't read anyway so it's not like the cover really had any effect), it's more the summary/description. Some covers warn me that the material will be excessively academic in nature and I won't want to wade through it, but other than that, it's really content over cover. I read every story I could get my hands on as a kid from the library, and a lot of those were old hardcover books with boring to nonexistent cover pics. Those were some of the best.

I like to think I don't, but I definitely notice cool covers. I judge it more based on it's Goodreads reading, tbh. I think covers matter less to me now that I've primarily switched to ebooks.

Yes. Partly. Before reading. I look for books by certain authors, but can be attracted by a cover. I usually look in Amazon and B&N to find coming books which I put in list to look for later. Scanning the all the coming attractions, if I see a interesting cover and title from a different author, I may look more closely to decide if I am interested. If the author is not known by me and the cover doesn't attract, I just pass. Maybe I'm shallow (probably) but there's too many good books to bother with those that can't grab my attention.

I think people can judge a book by its cover because the books cover tells if the book is interesting or horrible by the color or the pictures the author uses.

Not really. I'm judging a book by its title. And if I don't like the cover, I make my own one. Pretty simple.

The cover is definetly what gets my attention at first, along with the title, but I think the only ones I ever judge by it are those with naked torsos or the likes just because those imply, as far as I've seen, a type of erotic romance that I don't like at all.
