One of my friends lives in the UAE (united arab emirates)..and his internet blocks this site becuase of illegal issues i guess. he has to use this proxy https://www.kproxy.com and he says it's getting 2 loaded and slow..so is there a way he can get on?

btw, almost all other proxies don't work, only kproxy

Is the domain blocked, or is the IP blocked?
