How to:
Take a release that is not rated yet (This topic has not been rated yet. Be the first to rate it.)
Just search for a crappy release of [no names here], these are usually not rated yet.
You can vote, select 0 instead of 5 and click "Rate"
Then click "Return to the topic last visited" (or wait until the thread loads again)
You can vote, select 0 instead of 5 and click "Rate"

-> You can't vote a third time
-> You can't vote twice on a release that has a rating of somebody else already, as far as I can tell
-> No need to select 0, in fact every value works fine. 1st and 2nd vote are independent.

It doesn't occur everytime...which is why it was never really looked into

It does occur every time. It's IT and it works as designed.
Don't tell me it's a random function in your code, I wouldn't believe it. If you would say it doesn't matter for you if the first one can vote twice and you're too lazy to fix the code, accepting it as a known bug (aka feature), fine. But coming up with randomness...no way.

Thanks that viewtopic.php?f=15&t=64461 will look into it.
