Put it in /sdcard/Android/obb.
If the obb directory doesn't exist under /sdcard/Android, it's because no other apps have needed it yet, so go ahead and create it.

After installation it tries to download database and reports that 'database file validation failed'. I'm unable to use this app. Shame.

Ok, my mistake. Fine now. I put the obb directory in the wrong place.
