No, you don't need to be rooted.
Install "Angry Birds 2_2.19.1.apk" and DON'T start it yet.
Unzip and put the folder "com.rovio.baba" into sdcard/Android/obb
If there is no obb folder, create one.
Start the game.

I was banned once can I still use the same account again?
