I figure it would get noticed more if I make a new request than to wait for someone to see it in expired section and make new release post. But I don’t know if it is allowed that way?

Yes, if a post has been moved to the Expired section, you are welcome to also post a new request for it as well. I don't know if it will get you more attention or not - many of the same users frequent both sections - but it is possible it will get you a quicker response. Just please mention in your request that the current post is dead and has been moved to Expired.

You could PM the one that posted it, and ask for a new link. Or you can post a request with rewards, that you will give to the one that has an active link.

Typically, this has been tried and failed. Whether due to the original poster being inactive or gone. This is usually how the book ended up in Expired in the first place.
