I can't download it, the website hosting the file is strange too. Every time there's an attempt to download the file, it changes the URL address

Downloads fine for me (from https://uploadrar.com/jl0qibt66doq) and I've installed it on an (isolated) BlueStacks emulator and it seems to work fine.

Will check for viruses, odd traffic packets etc later today & revert.
