I would use Material Files. No root required. You need to activate the FTP server and voilà. I use it to move my apks from pc to my phone.

I ran a ftp server on my device hotspot with mobile data disabled. Then i just ftp stuff between that device and pc, laptop, other devices, etc.
There are lots of ftp servers for android that work fine on the devices hotspot, without mobile data (but it seems every device must have a sim card, even a sim card that does not work to turn on the hotspot) did that for years, untill i bought a NAS at a thrift shop and now that is my ftp/smb house server.
