I understand your frustration but this is something very difficult to resolve. I think Merry summed it up best in this post:

Your requests to reupload may be polite, but when a user gets 300 of them a day, with a portion of the requests being for a topic whose links actually still work, politeness may take a backseat. Short of requiring releasers to make less topics per day so that they have an easier time dealing with reupload requests, or having rules for decorum, there's not much that we can do. We already have a rule that requires releasers to reupload if all links in a topic are dead.

Looking into it. I suspect it's a routing issue that only affects some people, I'll be experimenting with how Cloudflare affects the speeds later today/tomorrow.
